Registry : Enable to change the wallpaper windows

Enable to change the wallpaper windows
1. start > run > type "regedit" and press ok.
2. find this registry key "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies "
3. delete the system folder.
4. restart the computer.
